Rosa González León is a Digital Health Consultant with more than 24 years of experience
leading digital transformation initiatives in the healthcare sector across public institutions,
private organizations, and international development agencies.
She has extensive experience in oncology, pathology, health informatics, interoperability,
and the strengthening of information systems for cancer care. She has advised ministries of
health, hospitals, development agencies, and international organizations on the design and
implementation of digital solutions that enhance oncology services, diagnostic pathways,
and healthcare systems.
Rosa holds a Bachelor's Degree in Computer Science and a Master's Degree in Information
Systems Management. She also completed executive training in Product Management at the
Indian School of Business (ISB), India, and specialized training in Digital Health at
Universidad El Bosque, Colombia.
As Digital Product and Global Implementation Manager at City Cancer Challenge (C/Can),
she leads the strategy, development, and implementation of digital initiatives aimed at
strengthening cancer care systems across Latin America, Africa, and Asia. Her work
includes oncology information systems, digital pathology and laboratory platforms, cancer
registries, patient navigation tools, interoperability frameworks, and Digital Health
Assessments conducted in nine cities worldwide.
Rosa is a Founding Member of the Paraguayan Society of Health Informatics and served as
its Vice President for three consecutive terms. She was recognized by the Inter-American
Development Bank (IDB) as a Digital Health Champion in Latin America and is a frequent
speaker at international conferences on digital health, oncology informatics, digital
pathology, interoperability, and healthcare innovation.
